Larry Scalf has been with the City Attorney's Office since 1981. His primary clients are Dallas Water Utilities, the Department of Public Works and Transportation, the Business Development and Procurement Services Department, the Equipment and Building Services Department, and the Sanitation Department. Mr. Scalf specializes in construction law, public bidding law, contract law, water law, and municipal law.
